ESLint v9.5.0 released

Highlights

• The @eslint/compat package now provides utility for including .gitignore files or any other files with gitignore-style patterns in your eslint.config.js file.
• Messages about ignored files have been improved to distinguish between files that are ignored because of a matching ignore pattern, files that are ignored because no matching configuration is supplied, and files that are ignored because they are located outside of the base path.
• The no-sparse-arrays rule now reports precise locations of holes in array literals.
